Army Emergency Relief (AER) Overview

Overview

Army Emergency Relief is the U.S. Army's own nonprofit organization dedicated to alleviating financial distress on the force. AER provides grants and zero-interest loans to Active Duty and Retired Soldiers and their Families. Over 4 million Soldiers supported since 1942. Education Programs

AER’s Education Program is a secondary mission to help Army Families with the costs of education. The three separate scholarship programs are:

Stateside Spouse Education Assistance Program
• Applicant must be the Spouse or widow(er) of an active duty or retired Soldier and reside in the United States. 
• Stateside applicants must be full time students. 
• First undergraduate degrees only.
• Active duty military personnel are not eligible.

Overseas Spouse Education Assistance Program Major General James Ursano Scholarship Fund for Dependent Children.

Overseas Spouse Education Assistance Program 
• Applicants must be a Spouse of an active duty Soldier assigned in Europe, Korea, Japan, or Okinawa. 
• Applicants must physically reside with the Soldier at the assigned location. 
• First undergraduate degrees only.
• Off post students are not eligible.
• Spouses may be part time or full time students.

Major General James Ursano Scholarship Fund for Dependant Children 
• Dependent children, stepchildren, or legally adopted children of Army Soldiers on active duty, retired or deceased while in active duty or retired status.

The children of Grey Area Reservists/National Guard are eligible as well.

Scholarship awards will be awarded up to half the cost of tuition. Scholarship awards are based on financial need, as evidenced by income, assets, Family size, and special circumstances.

AER Assistance Checklist

To better assist you, please ensure that all requested forms and information requested below accompanies each application.

For Emergency Leave/Leave Under Emergency Conditions

  • Completed Application for Army Emergency Relief, AER Form 700

  • Copy of most recent End of Month LES

  • Information pertaining to airfare, hotel reservations, and other travel expenses

 

For all other assistance requests, you will need:

  • Completed Application for Army Emergency Relief, AER Form 700

  • Copy of most recent End of Month LES

  • Army Emergency Relief budget sheet, AER Form 57-R

Once completed, print them out and bring them with you to your appointment along with the supporting documents listed below.

Types of Documents Needed:

  • Food/Gas for POV: No additional documentation is required
  • Initial Rent/Security Deposit for Primary Residence: Lease Agreement/Letter of Intent to Move-In

  • Rent/Mortgage Payment for Primary Residence: Letter or statement with current amount due and point of contact information (not lease agreement), company name, telephone number and address

  • Utilities for Primary Residence: Gas, electric, water, sewage, trash, phone, cable internet bill and/or disconnect notice

  • POV Repairs: Estimate from a repair shop facility on official letterhead containing company name, address and phone number. Proof of insurance and registration

  • POV Car/Insurance Payment: Proof of insurance/registration/statement verifying amount due

  • No Pay Due: Copy of LES

 

Red Cross Emergencies
No appointment is needed. In addition to AER Form 700, and DA Form 31, The Service member must have the Red Cross case number.

What Can’t AER Do?

  • Help Pay for Non-Essentials
  • Finance Ordinary Leave/Vacation

  • Pay Fines/Legal Expenses

  • Help Liquidate/Consolidate Debt

  • Assist with House Purchase/Home Improvements

  • Help Purchase, Rent/Lease a Vehicle

  • Cover Bad Checks or Pay a Credit Card Bill

  • Reimburse for Services Completed
